Paraguayan leaders have taken multiple steps to strengthen IP protections and enforcement, however some practitioners worry that these measures have not gone far enough. For example, in May 2022 the National Directorate of Intellectual Property (DINAPI) and the International Federation of the Phonographic Industry signed an agreement that aimed to crack down on piracy in the digital field. In July 2022 the National Director of DINAPI signed a cooperation agreement with the World Intellectual Property Organization, which aimed to improve document management, online services, data searches and other services to streamline IP services offered in Paraguay. Despite these advances, there is concern among some practitioners about the lack of progress regarding IP convictions and the weak penalties for those convicted.
