Proof of targeting necessary under ‘.se’ Policy

In a decision under Paragraph 7 of the ‘.se’ Policy, a WIPO arbitrator has found that it was unclear whether the domain name holder was targeting the petitioner and that the dispute may exceed the scope of the policy.
